N4 Reward Resource ProductivityEdit

Increasing 'productivity' means getting more out of whatever we're putting in. Focusing on resource productivity over labor productivity saves natural resources and puts people to work. We tend to be most efficient and productive with things that cost the most.

For example, measure energy productivity output per barrel of oil equivalent of energy measured

Instead of: Rewarding labor productivity which basically means using fewer poeple (nad typically more fossil fuels) to make more money
